The Tenth Amendment has been interpreted to mean that the states have all rights not specifically forbidden them or not given to the federal government by the Constitution (the concept of federalism). For example, the state of Missouri can regulate its own school system, but it cannot declare war on France. Says Google.
How about the spark of life in the womb of a woman. Why have not the courts broached the matter of fertilized egg, alive and well, is a “people” under 10th Amendment: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”
