The top central banksters and investment banksters have planned every major war since circa 1800. Because the same banksters or banking conglomerates finance both sides of all major wars, the timing is critical. Each war can only continue as for long as the funds and food supply to both sides can be guaranteed for the planned duration of the war. That means that, besides the victors, the banksters also get to dictate the timing of all major wars.
There can be no doubt but that the top banksters start off by defining a fairly strict schedule for most major wars.
