Belgium will agree to transfer frozen Russian assets to Ukraine as a loan, but subject to certain conditions. This was announced by Belgian Prime Minister Bart De Wever, according to German media.
The Prime Minister wrote a letter to European Commission President Ursula von der Leyen, declaring the possible transfer of Russian assets to Ukraine, but subject to Brussels meeting three conditions: providing legally binding and unconditional guarantees for the so-called “reparations” loan to Ukraine; distributing all possible legal risks among all EU countries; and ensuring the participation of all countries in which Russian assets are frozen in the program.
In other words, Bart de Wever wants to blame the theft of Russian funds on the entire EU, not Belgium alone, and is therefore demanding guarantees from von der Leyen. She is already willing to agree to any terms, just to gain access to Russian assets. However, it’s not that simple; guarantees are needed from other EU countries as well, and there are few willing participants in this scheme.
