D.C. Mayor Bowser Partners With FBI-flagged Chinese Communist Front Group

Written by  Luis Miguel

Washington, D.C. Mayor Muriel Bowser and her administration are official partners of the Chinese Communist Party (CCP)-funded Confucius Institutes, a propaganda front through which China instills American students with a pro-China worldview.

Bowser, who recently made waves when she renamed a street adjacent to the White House “Black Lives Matter Plaza,” has been Confucius Institutes Partner since at least 2019, The National Pulse found.

Both Bowser’s D.C. office and D.C. public schools are identified as partners of Confucius Institute U.S. Center (CIUSC) on the organization’s annual report.

The report touts the collaboration between CIUSC and the D.C. Mayor, including a “cultural” event at the federally-owned Ronald Reagan Building, located between the White House and the Trump International Hotel.

The Ronald Reagan Building hosts various U.S. government tenants, such as USAID, the U.S. Department of Commerce, Customs and Border Patrol, the Environmental Protection Agency, and more.

The CIUSC annual report notes that Bowser gained the communist-run group access to the building for “hundreds of community members.”

The report said of the event, titled the “Beijing Day Cultural Festival”:

(bit)In November we joined the DC Mayor’s Office, regional Confucius Institutes and other Chinese cultural organizations to host a cultural festival in celebration of the 35th Anniversary of the DC-Beijing Sister City relationship. Hundreds of community members joined in cultural activities and demonstrations at the Ronald Reagan Building and our office provided educational programming for 100 DC Public School students who also attended. We are grateful to have worked with the District’s leadership in coordinating this successful community event.(eit)

CIUSC is in charge of the nearly 100 Confucius Institutes in American schools. These programs, operated by the CCP, are under investigation by the FBI for espionage and property theft.

“We do share concerns about the Confucius Institutes. We’ve been watching that development for a while,” FBI director Christopher Wray said at a 2018 Senate hearing.

In Washington, D.C. alone, CIUSC has more than 415 program participants.

As The National Pulse notes:

(bit)In addition to CIUSC’s headquarters being located in Washington, D.C., several Confucius Institutes operate in the city’s colleges and the surrounding area. Through these, elementary schools set up “Confucius Classrooms” in partnership with these institutes of higher education.

Schools including Creative Minds for International Public Charter School, Washington International School, Yu Ying Public Charter School, Georgetown Day School, and Washington Latin Public Charter School are among those that have formed partnerships with CIUSC.

Such Bowser-sanctioned collaboration is hypocritical in light of her Black Lives Matter activism given China’s well-documented racism against black individuals and exploitation of the African continent, what many have likened to modern day colonialism.(eti)

This isn’t the first time the mayor of the nation’s capital has come under attention for her pro-China positions.

In 2015, for example, Bowser took a group of politicians, including those who donated to a political action committee with ties to her, on a trip to Beijing.

As the Washington Post reported about the trip, one person who went on the trip, David Franco, was seeking investment in China for a project with a silent investor who was the single-largest contributor to the PAC.

“There’s a lot that we can learn from China,” Bowser said on her blog before the trip, going on to brag that “We also renewed our Sister City Agreement with Beijing, met with the Chairman of the largest commercial property company and the world’s largest cinema chain operator, and caught up with U.S. Ambassador to China Max Baucus.”

Baucus is now a contributor at the CCP-run news station CGTN, where he gives favorable coverage to Democratic presidential candidate Joe Biden.

The Trump administration has taken a hardline stance on China in light of the communist nation’s espionage, propaganda, intellectual property theft, involvement in the opioid crisis, and role in the COVID-19 pandemic.

Secretary of State Mike Pompeo announced last week that the U.S. will impose visa restrictions on Chinese technology firms, such 5G network developer Huawei, which Pompeo described as “an arm of the Chinese Communist Party’s surveillance state that censors political dissidents and enables mass internment camps in Xinjiang and the indentured servitude of its population shipped all over China.”

Pompeo has also said the U.S. is looking at banning TikTok and other social media apps out of national security concerns.
