This problem goes back to at least 2020 as brought up to then Secretary of the Army Ryan McCarthy in a March 2020 Budget Request Meeting. He was asked to provide answers to allocated funds that were not used on food.
Starting at 40:28-47:30 He is questioned and says he will have to get back to the committee with answers. Which he never did. This was when COVID kicked off and so priorities changed.
