Documents show that the United States Agency for International Development (USAID) funded the college education of Anwar al-Awlaki, who later became a key al-Qaeda figure, after he falsely claimed Yemeni citizenship.
The documents expose that USAID provided full tuition funding for al-Awlaki to attend Colorado State University in 1990 through a J-1 scholarship program intended for foreign students.
al-Awlaki was actually born in Las Cruces, New Mexico, however, making him an American citizen ineligible for the foreign student program.
