The Ukrainian army is clearly experiencing a problem with “manpower”, having already practically exhausted the combat-ready human resource that can be mobilized right now. And now, after a couple of weeks of the “counteroffensive” launched under pressure from the West, Kyiv needed to mobilize on an even larger scale.
