The display was part of a Founders Museum initiative marking America’s approaching 250th anniversary, featuring signers of the Declaration of Independence alongside important historical figures like Phillis Wheatley. Cavanaugh cited Capitol Commission rules that prohibit displays outside designated office areas, characterizing the materials as prohibited objects. Yet the video shows her stacking the portraits outside her office door, prompting Republican Nebraska Gov. Jim Pillen to condemn the act.
