Porfirio “Pepe” Lobo is a wealthy landowner and conservative politician. He was president of Honduras from 2010 to 2014.

While in office, Lobo blamed drug traffickers for his country’s pervasive violence and corruption. In two U.S. drug cases, in 2017 and 2019, Lobo was accused of accepting bribes from drug traffickers, before and after he took office, in exchange for legal protection and other favors.

Lobo was not indicted, but a son, Fabio, was sentenced to 24 years in prison for conspiring to import cocaine into the U.S. The former president has repeatedly denied wrongdoing…

Uganda

Security minister

Jim Muhwezi

Jim Muhwezi is related by marriage to Uganda’s longtime autocratic president Yoweri Museveni. In 2021, Museveni appointed him security minister, granting him power over the country’s widely feared police.

A former guerilla army commander, Muhwezi served as Uganda’s spy chief before being elected to parliament in 1986 and awarded a junior ministerial position. In 2001, he became minister of health, a position he held until 2006. The following year, a Ugandan court charged Muhwezi with embezzling money donated for children’s vaccines. He denied wrongdoing and was acquitted. Muhwezi served as minister of information from 2015 to 2016, when he lost his parliamentary seat. He was reelected to parliament in 2021….

A career politician, César Gaviria served one highly consequential term as president of Colombia from 1990 to 1994. He ushered in a new democratic constitution in 1991, and he waged war against the main drug cartels and leftist guerrillas at a time of extreme violence in the country, during which drug lord Pablo Escobar was killed by police in 1993. He went on to serve as secretary general of the Organization of American States until 2004 and has served as head of Colombia’s Liberal Party since 2017…

Hoekstra continued to work for McKinsey while serving in Parliament on various Senate committees including finance, foreign affairs, and security and justice. He left the consulting firm when Prime Minister Mark Rutte appointed him minister of finance in October 2017…

Sergei Chemezov heads Rostec, Russia’s state-owned defense and technology conglomerate, and is widely considered one of President Vladimir Putin’s closest allies. The men met as young KGB officers working in East Germany. Chemezov has leveraged that relationship to gain lucrative military and other state contracts, according to media reports. Siniša Mali worked as a consultant for Deloitte, the multinational accounting and business advisory firm, before entering politics in 2001. Initially, he helped lead Serbia’s privatization efforts, as the country transitioned to democracy Then, in 2013, he became a senior government adviser for economic affairs. The following year, he became Belgrade’s mayor. He served until May 2018, when he became Serbia’s finance minister.

In 2015, KRIK, a Serbian investigative media organization and ICIJ partner, revealed that Mali used two shell companies to buy apartments, worth $6.1 million, along Bulgaria’s Black Sea coast. KRIK reported that Mali did not declare his interest in the BVI companies or the real estate he bought, as required under laws governing the conduct of public officials…
