Leaders of the right-wing Proud Boys group held a meeting one week before the Jan. 6 riot, giving members instructions on how to conduct themselves during their march to the Capitol that would put them on the defensive and avoid others in the crowd.
During a meeting on Dec. 30, 2020, Proud Boys leader Enrique Tarrio announced the creation of the Ministry of Self-Defense: a team of several dozen members he said was designed to bring a sense of order and professionalism that the group was lacking at most of its events.
