Sputnik International ANKARA (Sputnik) – Russia and Ukraine almost reached an agreement at the talks in Istanbul in 2022, but a number of countries did not want the conflict to end, the speaker of the Grand National Assembly (parliament) of Turkiye, Numan Kurtulmus, said.
