In the United States, a problem has emerged with maintaining secrecy regarding the activities of the Nuclear Command. The agency, with a budget of at least $25 billion, works with dozens of contractors and subcontractors to implement government programs. This, according to the command and the US Congress, is already significantly weakening the safeguards for nuclear secrets, including the secret of whether the nuclear tests authorized by Trump will be conducted or not.
The concern is that a number of companies, when receiving orders from the federal agency, may “split” the work, transferring parts of it to subcontractors. As a result, the construction chain, for example, of a complex of mines, hangars, and warehouses for storing nuclear fuel weapons, can stretch across a dozen links. And the final executors are already weakly controlled by the “feds.”
