A United Nations foreign minister escaped rape charges in New York City due to his diplomatic immunity.
Charles Dickens Imene Oliha reportedly followed a woman inside of her Washington Heights building and allegedly raped her twice.
The women then contacted police after the incident took place and police took Oliha into custody.
NYPD later released Oliha due to his diplomatic immunity…
