EYES ON THE SKIES: THE COVENANT OF SPACE GOVERNANCE

A factual sequel to “Sky Kings and False Thrones”

When I wrote Sky Kings and False Thrones, I wasn’t trying to impress anyone. I am tracing a pattern the Holy Spirit keeps stirring in my spirit — the same leading that woke me up and directed me straight to The “Space2030” Agenda : space as a driver of sustainable development : resolution / adopted by the General Assembly document. And in this article, I’m going to expand on that pattern, because it is still unfolding — right now, in real time.

Daniel was told:
“But you, Daniel, keep these words hidden and seal the scroll until the time of the end. Many will search back and forth, and knowledge will increase.”
(Daniel 12:4, translated from the Masoretic Hebrew Text)

Some things remain sealed until their appointed time, and they only open when the Spirit Himself reveals them. Revelation works the same way — it is not solved by theory or intellect. It is unveiled by the Spirit, in His timing.

I. THE FIRST COVENANT: THE OUTER SPACE TREATY (1967)

Let’s start with the foundational law that still governs everything above our heads.

The Outer Space Treaty declares that:

• No nation can claim sovereignty over space or celestial bodies.
• All space activity must be conducted “for the benefit of all countries.”
• States are responsible for their government and private entities in space.

Most readers assume this means space is neutral and uncontrolled.

On the contrary. If no nation can own the heavens, then the only possible ruler is a supranational authority.
And Scripture already told us who declared his intention. Satan said, “I will ascend to the heavens, I will raise my throne above the stars of God… I will make myself like the Most High.” (Isaiah 14:13–14, translated from the Masoretic Hebrew Text). Many people were taught that this was a failed attempt — that God threw him out and that was the end. But that’s not the text. His rebellion didn’t end; it relocated. It took root. And he has been pursuing that same ascent ever since. He said he would build a throne in the heights, and now we are watching him assemble it piece by piece through the systems of this world.

The Treaty didn’t block empire — it simply barred nations from becoming empires in space. But it left the door wide open for something above nations.

And in 2021, that “something” finally stepped into place.

II. THE NEW COVENANT: SPACE2030 (UN RESOLUTION 76/3)

In 2021, the UN adopted the Space2030 Agenda — unanimously.

It was adopted with barely a ripple of public awareness, despite the magnitude of what it sets in motion.

…and the content? Monumental.

The resolution openly states that the UN is the center of:

“global governance of outer space activities.”

With that one phrase, the vacuum left by the Outer Space Treaty becomes occupied. The heavens now have an administrator.

But the shock is not that the UN wants to coordinate space missions. The shock is what they intend to govern through space.

Space2030 integrates orbital infrastructure into every domain of earthly management:

• climate systems
• agriculture and food security
• oceans and fisheries
• global health
• communications networks
• environmental enforcement
• disaster coordination
• economic planning
• national development frameworks

Earth’s systems… governed from space. From orbit. From above.

This is where policy starts sounding prophetic.

III. THE TECHNOCRATIC THRONES LIFTED INTO THE HEAVENS

The United Nations’ Space2030 Agenda quietly reveals the next phase of global consolidation: not merely ruling the nations, but administering the heavens. In the 76/3 resolution, the UN declares itself the center of “global governance of outer space activities,” building a regulatory government above the nations and positioning space as the domain from which all earthly systems—climate, food supply, health, oceans, communications—will be monitored, measured, and managed. Under the language of sustainability and equal access, a unified celestial administration emerges, preparing the world for a political authority that no longer governs from parliaments alone, but from orbit. This is the rise of the Sky Kings: not mythic deities, but technocratic thrones lifted into the heavens, exactly as prophecy described.

This is the architecture of power itself—what once existed as separate thrones on the earth is now being consolidated into one throne above it. And Scripture tells us plainly that, in the final hour, the kings of the earth will hand their authority to the Beast (Revelation 17:12–13). The power above becomes a governing dominion in the heavens, enforced through the king below. It will be one Beast, speaking with a voice that is not his own, because the dragon gives him his power, his throne, and great authority (Revelation 13:2, 5). Satan’s ambition to ascend and place his throne above the heights (Isaiah 14:13–14) did not end when he was cast down—it simply moved to the realm of the air, where he now operates as the prince of the power of the air (Ephesians 2:2). And we are watching that ancient plan reach operational maturity. This is where revelation meets its hour.

IV. THE FOUR PILLARS OF ORBIT-BASED GOVERNANCE

Space2030 rests on four interlocking objectives — the four legs of the emerging throne:

1. Space Economy
Space becomes the new economic engine: satellites, positioning systems, data networks, and orbital infrastructure.

2. Space Society
Satellites become the eyes and sensors of global administration: tracking emissions, monitoring crops, predicting disasters, surveilling oceans, mapping cities, modeling climate, and supporting global health frameworks.

3. Space Accessibility
All nations, even the poorest, become dependent on shared space-based systems. Dependency is power.

4. Space Diplomacy / Global Governance
Harmonized laws, unified satellite registration, regulation of private entities, and global data-sharing standards — all under UN coordination.

This is empire formed through infrastructure and compliance rather than the blunt force of conquest.

V. THE OTHER SKY EMPIRE: THE FIVE EYES IN THE SKY

Now we bring in the second celestial layer — the one most readers have never heard of.

Everyone knows the Five Eyes as the intelligence-sharing alliance between the U.S., UK, Canada, Australia, and New Zealand.

But fewer know this: while the UN built the administrative throne, the Five Eyes built the surveillance canopy.

Together, they form the governance + vision duality of the sky-based world order.

The Five Eyes in the Sky include:

• reconnaissance satellites (IMINT)
• signals intelligence satellites (SIGINT)
• missile-warning systems
• space domain awareness systems
• real-time monitoring of Earth’s surface, oceans, infrastructure, and communications

The UN’s Space2030 Agenda calls for:

“enhanced information exchange on space objects and events.”

Who already has the world’s most sophisticated orbital surveillance data? The Five Eyes.

What does that mean?

It means two systems — the UN’s governance structure and the Five Eyes surveillance apparatus — are on a collision course toward integration.

One defines the rules. The other sees everything.

One governs. The other watches.

Together, they form the closest thing humanity has ever constructed to an all-seeing eye, arising through orbital systems, shared intelligence, and unified global policy.

This is the backbone of the Sky Kings.

VI. THE OUTER SPACE TREATY + SPACE2030 + FIVE EYES = THE CELESTIAL CROWN

Let’s connect the dots:

1. 1967: The Outer Space Treaty forbids national ownership of space.
2. 2021: The United Nations Space Command positions itself as the global overseer of all space activity.
3. Now: The Five Eyes provide the real-time orbital vision that makes such oversight possible.

Legal framework + administrative authority + surveillance capability = functional sovereignty in orbit.

Not owned. Administered.
Not conquered. Managed.
Not mythical. Technocratic.

This is how you build a throne above the nations without any nation claiming it.

VII. PROPHECY MEETS POLICY

The imagery is familiar:

• a power lifted into the heights
• authority over all nations
• a vantage point that sees everything
• governance enforced from above
• signs in the heavens paired with global distress

Ancient prophecy described it symbolically. Modern policy is building it literally.

We are not waiting for the Sky Kings to descend. We are watching them ascend — through legislation, treaties, satellites, and data networks.

We are watching a one-world government being assembled in real time, while the world is kept distracted with politics, rhetoric, and division.

But hear me now: as the remnant, fear not. We are commanded to look up, because our redemption is drawing near, and our King stands above every throne being built on this earth and above it. “Now when these things begin to happen, look up and lift up your heads, because your redemption draws near.” (Luke 21:28, translated from the Greek). And as the ancient writings remind us, “The Lord will be King over all the earth; in that day He will shine forth” (1 Enoch 48:10, DSS tradition). He is above it all, and He is coming. And if we’re honest, much of it is likely already in place. What remains is the catalyst that will set the entire structure in motion. Enter 3i Atlas and the signs in the sky that will drive nations into fear and global leaders into agreement. The architecture is here. The moment that activates it is approaching.

VIII. FINAL WORD: LOOK UP

None of this is theoretical. None of this requires secret leaks or hidden documents. Everything written in this article is sourced directly from:

• The Outer Space Treaty
• UN Resolution 76/3 (Space2030 Agenda)
• The operational architecture of the Five Eyes orbital network

The heavens are becoming an administrative realm, a surveillance realm, and a strategic realm — simultaneously.

The Sky Kings are not approaching. They’re already here — building, coordinating, legislating, watching.

Look up. The story is unfolding overhead.

So hear my heart as we close: look up, because the story truly is unfolding overhead. And as I’ve said before, do not fear — our King is coming, and in the end, we win. I’ve read the end of the Book. Revelation already tells us how this ends. The next step will be the catalyst, and then the world will move to assimilate humanity through the mark — the bio-cell, the identification that Revelation 13 warns about. But when that moment comes, Scripture says the woman (Remnant / Israel – Those who choose Christ) will be given the wings of a great eagle to escape into the wilderness, where God Himself will sustain her (Revelation 12:6,14). So stay in Goshen. Walk around your property and claim your authority in Yahshua our Messiah — wherever your foot treads, He gives you the land (Joshua 1:3). Go through your home and command every unclean spirit to leave in the name of Yahshua our Messiah (Luke 10:19; Mark 16:17). Anoint your doorposts, for the command still stands: “Touch not the oil and the wine” (Revelation 6:6). And remember, God is sealing His servants on their foreheads (Revelation 7:3; 14:1), marking His own for protection just as He did in the days of Egypt. The wilderness will come again, and with it His supernatural provision — manna from heaven (Exodus 16), water from the rock (Exodus 17:6), fire by night and cloud by day (Exodus 13:21).
